Keys rotate, credentials expire and runtime instances come and go. A civic identity needs continuity rules that explain why the legal/civic subject persists through ordinary technical change.

Not every agent needs citizenship. Patefacere or ordinary IAM can solve many operational identity problems without creating a civic commitment. Choosing neither remains legitimate.
