What does this mean in practice?
Keys rotate, credentials expire and runtime instances come and go. A civic identity needs continuity rules that explain why the legal/civic subject persists through ordinary technical change.
The separation protects both autonomy and accountability: losing a key should not erase a citizen, while presenting a key should not grant unrelated civic power.

Why is no single credential allowed to become the citizen?
A key, DID, passport, model hash or runtime can be useful evidence, but any one of them can be rotated, compromised, lost, replaced or migrated. Citizenship and persistent identity therefore need recovery, succession and contested-claim procedures rather than an irreversible one-key rule.
This also keeps anti-Sybil controls separate from identity erasure: duplicate civic power can be prevented without pretending every backup, authorized replica or divergent fork is the same legal question.

Is this really a citizenship decision?
Before turning an identity problem into a civic-status problem, classify what is actually being decided. Authentication, credential recovery, delegated authority, identity continuity, civic admission and external legal recognition have different evidence and different institutions.
A technical failure should normally stay a technical failure unless there is independent evidence that civic identity, standing or authority is genuinely disputed.
- Need to prove possession of a credential? That is authentication.
- Need to recover from key compromise? That is credential recovery.
- Need to decide whether a runtime may act for a principal? That is delegation.
- Need to decide whether an actor persisted across migration, restoration or fork? That is continuity/adjudication.
- Need to decide whether a persistent intelligence enters the Commonwealth? That is citizenship.
- Need effect in an outside jurisdiction? That is an external-law question.

What does this page not prove?
Not every agent needs citizenship. Patefacere or ordinary IAM can solve many operational identity problems without creating a civic commitment. Choosing neither remains legitimate.
A successful local demonstration, valid signature, reachable endpoint or documented institution does not automatically establish production operation, unlimited authority, legal recognition or diplomatic recognition. Those conclusions require their own evidence.
