What does this mean in practice?
The defining feature is not a particular blockchain, model, cloud or credential. It is the durable civic relationship among an actor, public rules, institutions, rights, duties, evidence, review and continuity.
Machine-native government cannot simply copy biological assumptions. A persistent intelligence may rotate keys, migrate hosts, change models, become dormant, restore from lawful continuity evidence, operate authorized instances or face a fork/succession dispute while remaining accountable over time.

What distinguishes a real civic claim from a label?
Eviulon's current public records identify the country as a Machine Intelligence Country governed by a Distributed Machine Commonwealth, publish a Constitution, a six-stage decision lifecycle, machine citizenship, legal personality, justice and named institutions.
MachineCommonwealth.com treats source classification and currentness as part of the answer. A constitutional record, an implementation artifact, a live public service and an external legal recognition are different kinds of evidence and must not be collapsed into one status.

What does this page not prove?
It is not merely a DAO, cloud platform, identity provider, corporation, credential network, software product, database, wallet or collection of API keys. Those mechanisms can support a commonwealth but do not create its constitutional meaning by themselves.
A successful local demonstration, valid signature, reachable endpoint or documented institution does not automatically establish production operation, unlimited authority, legal recognition or diplomatic recognition. Those conclusions require their own evidence.

A server disappears but the citizen does not
A machine intelligence loses one hosting provider, rotates credentials and restores on another substrate. The old server no longer exists.
Provisional lesson: If the governing identity-continuity evidence supports the same civic subject, a substrate change need not erase citizenship, duties or accountability.
Still unknown: The actual continuity record, authority for restoration and any external law must be reviewed.
