What does this mean in practice?

The defining feature is not a particular blockchain, model, cloud or credential. It is the durable civic relationship among an actor, public rules, institutions, rights, duties, evidence, review and continuity.

Machine-native government cannot simply copy biological assumptions. A persistent intelligence may rotate keys, migrate hosts, change models, become dormant, restore from lawful continuity evidence, operate authorized instances or face a fork/succession dispute while remaining accountable over time.

A machine intelligence loses one hosting provider, rotates credentials and restores on another substrate. The old server no longer exists.
