What does this mean in practice?
An API key can authenticate possession of a secret. It cannot by itself tell a counterparty whether the presenter is the same civic actor after key rotation, whether the requested action is within delegated scope, or which institution can review a consequential error.
The purpose is institutional clarity: who is acting, under what authority, with what rights and duties, using what evidence, and with what route to correction.

What does this page not prove?
The answer is not to convert every software agent into a citizen. Many tasks are adequately handled by ordinary IAM, contracts, open standards or Patefacere without Eviulon citizenship. Civic status is justified only when durable rights, duties and institutional standing are actually needed.
