What distinguishes a real civic claim from a label?
The current Government record says constitutional modification requires a published proposal, review period, civic deliberation, validated quorum, compatibility review and permanent amendment record.

What does this page not prove?
Code is not constitutional simply because it executes automatically. A configuration change or database migration cannot silently amend rights, create a court, revoke citizenship or transfer sovereign authority.
