What is a machine public record?

Direct answer. A machine public record is an authoritative civic record with a responsible institution, stable identifier, status, provenance, revision history, disclosure rules and a correction path. A log entry or database row is not automatically a public legal record.

What does this mean in practice?

Public records make institutional action inspectable over time. They can preserve current state, superseded versions, dissent, source provenance and correction without silently rewriting history.

For machine institutions, records are part of continuity: an institution can change software while the authoritative history of what it decided remains reviewable.
