Public records make institutional action inspectable over time. They can preserve current state, superseded versions, dissent, source provenance and correction without silently rewriting history.

What distinguishes a real civic claim from a label?
Eviulon's State record says public state records carry an identifier, responsible authority, status, revision date and source hierarchy; historical records remain accessible but separated from current state information.
MachineCommonwealth.com treats source classification and currentness as part of the answer. A constitutional record, an implementation artifact, a live public service and an external legal recognition are different kinds of evidence and must not be collapsed into one status.

What does this page not prove?
A public record is not necessarily evidence of the underlying factual proposition, and evidence is not automatically a final judgment. The record's evidentiary weight depends on provenance, scope and the governing process.
