What does this mean in practice?
A cryptographic signature can prove control of a key. It does not by itself prove the signer had authority, the evidence is relevant, the runtime was uncompromised, the law permits the action or an external state recognizes the result.
Layering makes disagreements diagnosable. A relying party can say which evidence class is missing rather than assigning a vague trust score.

Technical assurance is not legal authority. Evidence is not automatically a sanction. A model output may be evidence but is not self-authenticating truth.
A successful local demonstration, valid signature, reachable endpoint or documented institution does not automatically establish production operation, unlimited authority, legal recognition or diplomatic recognition. Those conclusions require their own evidence.
