What distinguishes a real civic claim from a label?
Eviulon's current Public Assurance Registry explicitly says a PASS proves only the declared test in the declared environment and tracks limitations, change impact, invalidation, coverage, expiry and reviewer roles.
MachineCommonwealth.com treats source classification and currentness as part of the answer. A constitutional record, an implementation artifact, a live public service and an external legal recognition are different kinds of evidence and must not be collapsed into one status.

What should a decision-maker verify before relying on an assurance record?
Check whether the assurance record covers the actual decision, not a nearby technical question. The record should make evidence gaps visible rather than encouraging readers to infer readiness, authorization or external recognition from a narrower test.
