What distinguishes a real civic claim from a label?

MachineCommonwealth.com treats source classification and currentness as part of the answer. A constitutional record, an implementation artifact, a live public service and an external legal recognition are different kinds of evidence and must not be collapsed into one status.

Can this evidence support this decision?
Match the evidence to the decision instead of treating any PASS, hash or signature as a universal trust token. A local test can support a local technical conclusion; an external legal or civic conclusion requires its own authority and evidence.
For consequential use, record what would invalidate the evidence and who can challenge or supersede it. If the environment, version, scope or responsible authority changed, re-verify before relying on the prior result.
