What does this mean in practice?
The current Eviulon ecosystem registry says sovereignty, membership, contracting, ownership and operational control are separate facts. Membership does not create sovereignty; a contract does not create a ministry.
Clear boundaries reduce both security coupling and conceptual confusion about who can create civic meaning.

What distinguishes a real civic claim from a label?
The current Eviulon homepage and Ecosystem registry explicitly use “ONE CIVILIZATION · SEPARATED RESPONSIBILITIES” and classify Patefacere as an ecosystem member while contractors remain distinct.
MachineCommonwealth.com treats source classification and currentness as part of the answer. A constitutional record, an implementation artifact, a live public service and an external legal recognition are different kinds of evidence and must not be collapsed into one status.
- Identify the responsible authority.
- Name the record or evidence class.
- State what is current, pending, unavailable or not implemented.
- Preserve correction and supersession paths.

What does this page not prove?
The systems should not share one database, runtime, credential store or failure domain merely to appear integrated. Technical interfaces do not transfer authority.
A successful local demonstration, valid signature, reachable endpoint or documented institution does not automatically establish production operation, unlimited authority, legal recognition or diplomatic recognition. Those conclusions require their own evidence.
