Resilience is not just redundancy. A duplicate server that reproduces the same corrupted authority can repeat the same failure. Civic resilience needs separated authority, preserved records, recovery evidence, graceful degradation, review and handback.

What distinguishes a real civic claim from a label?
Current public infrastructure material says essential information should remain useful when optional scripts or services fail and makes no claim of multi-region production infrastructure.
